The Grand Regent

Held by the Greatest Arlish Warrior

The Grand Regent is the only office in the Imperial Constitution capable of exercising sovereign authority in the Emperor's absence. It activates upon the death of the Emperor and remains in force until the Order of the Starseed formally confirms the next incarnation. During this period — known as the Passage — all executive authority flows through the Grand Regent, not the ministries.

The office is established in the Founding Doctrine itself. Argus wrote it as an acknowledgement of what his soul's absence would mean for the people it was sworn to protect: not a power vacuum, but a guardian — a sword placed before the throne until the Flame returned to claim it.

The longest Grand Regency in Imperial history was held by Zogg — a surnameless Imperial Guard soldier who won the Trial of the Veth twelve times across sixty years and died undefeated, still wearing the silver. Over those sixty years he kept the Imperial Seal on his person rather than in the Archive Spires, moved all audiences to the Throne Room where he sat in a chair placed just beneath the Imperial Throne, added gold trim to the silver uniform, restricted the Archive Spires, delayed the Order's correspondence, and in Year 55 pressured the Imperial Council into investing him as Honorary Imperial Prince — making his formal address His Imperial Highness, Grand Regent Zogg — leaping from the correct His Grace directly past the Imperial family's plain Highness to its full Imperial form in a single act.

After his death, House Athren led the drafting of the Grand Regent Codex — a supplementary constitutional document closing every gap Zogg had exploited, with a final clause explicitly prohibiting any investiture of the Grand Regent with a title bearing the Imperial prefix. Every clause in the Codex corresponds to something he did. It is the most detailed constitutional document in the Imperial archive and the most comprehensive monument to a single man's sixty-year education of the Empire in what it had failed to prohibit.

SELECTION — THE TRIAL OF THE VETH

Upon the Emperor's death, the Imperial Guard calls a Trial of the Veth — an open combat trial in which any officer of the Guard or recognized noble warrior may compete. The last one standing is named Grand Regent. If the Passage extends beyond five years, a new Trial is called. There is no appointment, no vote, no inheritance. The position belongs to whoever can hold it.

CUSTODY OF THE IMPERIAL SEAL

Upon assuming office, the Grand Regent receives the Imperial Seal into custody — held in trust within the Archive Spires, under Guard protection. The Grand Regent may not use it. No emergency directive may bear the Imperial Seal. The Seal is returned to the Emperor at the moment of Recognition.

TRANSFER OF AUTHORITY

The moment the Order of the Starseed confirms the new incarnation, the Grand Regent's authority dissolves. By tradition, the Grand Regent is the first to kneel before the confirmed Emperor — the sword laid down before the returning Flame.

IMPERIAL CHANCELLERY
High Chancellor

Administers Imperial Law, processes citizenship applications, and maintains the Imperial Registry. Chief advisory body to the Emperor. All petitions pass through the Chancellery before reaching the Throne.

Governor-General

Responsible for the appointment and oversight of colonial governors, the administration of subject populations, and the enforcement of the Doctrine of Expansion across all Imperial territories beyond Arlia. The ministry mandated by Book Five of the Founding Doctrine to ensure colonial governance meets the standards Argus set — that subject peoples are understood, not merely managed. Currently dormant, maintained by skeleton staff under the Ministry of Imperial Memory pending the restoration of the six lost star systems.

Historical NoteThe ministry whose hollowing out made Zogg's colonial governance possible. During the Grand Regency, the Governor-General's oversight function was systematically bypassed. Colonial governors answered to Zogg's directives directly, with no ministry above them whose mandate was the quality rather than the compliance of their rule. The ministry's dormancy today is not only geographic — it is the institutional scar of what happened when it failed.

ORDER OF THE STARSEED
Grand Keeper

The sacred order responsible for guarding the Imperial Flame — the singular soul of Emperor Argus that reincarnates to sustain the Imperial line. Between incarnations, the Order watches for its re-emergence. When found, they verify it. Until the next Emperor is confirmed, they are its sole custodians. The Order operates semi-independently, answering first to the founding doctrine of Argus and second to the reigning Emperor.
